Realtime presence on issues

This asks for live avatars showing who else is viewing or editing an issue right now. We do not have a realtime presence layer, so nothing indicates concurrent viewers today. It is a meaningful build that needs a persistent connection we have not stood up. Not in progress despite the earlier label.
