Slack notifications when I'm @mentioned

Right now mentions only fire an in-app notification and an email. This asks for a Slack message when you are @mentioned, using an incoming webhook so the ping lands where the team already talks. We format outbound webhooks for Slack today, but there is no per-user mention subscription yet. Still gathering interest before we scope it.
