Two-way GitHub sync

Today the GitHub integration is inbound only: commit messages that reference an issue key link back to the issue. Two-way sync, where closing a task closes a linked GitHub issue and the reverse, is not built. It is a bigger integration than the commit webhook and we have not committed to it.
